Industry endorsement of the Semiconductor Coalition declaration: Bold action, proper preconditions, and a business case for Europe

CECIMO, together with 75 industry representatives, welcomes and supports the Declaration of the Semiconductor Coalition Europe. The declaration recognises the scope of the challenges faced by European industry and represents the needs of the industry looking forward.
We reaffirm the ambitions of building prosperity, indispensability, and resilience in the next iteration of the Chips Act, and we believe that the policy priorities lay the groundwork for a strong European semiconductor strategy. Strong ownership and execution on the priorities laid out in the declaration are imperative for attracting the level of investment necessary to sustain and expand foundational and leading-edge semiconductor development and production in Europe in the short term.
Successful execution should include the following three actions:
- Bold action and clear ownership from the Commission and Member States to bring the Declaration to life;
- Establish the necessary preconditions for a healthy business climate, including regulatory and administrative simplification, incentive programmes, faster permitting, grid access, power supply, stable supporting infrastructure, talent attractiveness, free and fair trade, and secure access to critical raw materials, and a mindset shift in policymaking for highly strategic industry sectors such as semiconductors, that institutionalises involvement of industry in policymaking;
- Develop a market- and industry-driven business case to connect European and global end markets and facilitate European and international partnerships and investments.
